In 1990, a Soviet newspaper planned to launch a bulletin focused on UFOs and unexplained phenomena. The project, led by Sergey Rybakov, faced resistance from authorities who doubted its viability and feared sensationalist content. Despite this, Rybakov assured that articles would be rigorously verified, including testimonies from Soviet cosmonauts and a report on the Bermuda Triangle.
The bulletin aimed to be a serious, investigative effort with a scientific approach. Rybakov, trained in aviation and with experience in aerospace projects, had never seen a UFO but held a deep interest in the subject. Although lacking financial backing, Rybakov was willing to take personal risks. His vision included translating the publication into multiple languages and reaching a global audience, though the path to publication was uncertain and filled with bureaucratic hurdles.
