In September 1957, an unidentified flying object was tracked by radar from the east of Long Island to near Buffalo. It was moving at high speed and altitude, causing radar signal disruptions. Although initially considered a UFO, this possibility was dismissed after analyzing weather conditions and the potential for a Soviet test. The CIA concluded there was no evidence of hostile activity, though psychological or diversionary intentions could not be ruled out completely.
The report also noted that there were no clear motives for the Soviets to conduct such an operation. It was considered unlikely that a Soviet aircraft could operate at those speeds and altitudes, and there was no evidence of cruise missiles. Despite this, the CIA recommended not calling a JAC meeting due to the lack of conclusive evidence. The report was approved for release, closing the investigation without a definitive conclusion.
