Summary

In 1952, the CIA considered whether to respond to a letter about unidentified flying objects. Two officials, Dr. Caskey and Mr. Lexow, reviewed the situation and concluded that there was no need to reply, unless there was a general policy of answering all letters. A categorical "no" was suggested as a response, if a reply was deemed necessary. It was also proposed to inform the sender that the CIA was legally barred from certain operations in the United States. Additionally, it was considered that the FBI should review the letter if the sender was associated with subversive groups. It was finally agreed that, after any FBI action, the letter should be forwarded to that agency.
