In 1958, Major Donald E. Keyhoe, an active investigator of unidentified flying objects (UFOs), wrote a formal letter to the CIA. In it, Keyhoe pointed out that the Central Intelligence Agency (CIA) played an important role in the official investigation of UFOs. He emphasized that since 1953, he had worked with scientists from the Air Force's Project Blue Book to examine reports and suggest actions. Despite this, the Air Force officially denied the existence of any official documents on UFOs, a claim Keyhoe questioned. In his letter, he requested access to a classified report that, according to him, the CIA possessed and which contained scientific conclusions about UFOs.
Keyhoe argued that the Air Force had acknowledged the existence of such documents after a special committee investigator from the House of Representatives confirmed it. Despite this, Keyhoe insisted that the CIA had not made the scientists' conclusions public or allowed for a broader analysis. In his letter, he also noted that the Air Force claimed there was no danger associated with UFOs, but Keyhoe believed the secrecy policy could generate fear or even paranoia among the public. His goal was to promote an open discussion on the topic for the country's benefit, and he requested an interview with the CIA to obtain more information.
