In November 2009, three witnesses in Monaco observed three white points in a clear sky between 8:30 and 10:00 AM. However, only one of them submitted a report to the GEIPAN, a month after the event. This account described a discontinuous observation lasting nearly two hours, during which several luminous points were seen moving slowly. Due to the witness not responding to a request for a more detailed report, a full investigation was not possible. The characteristics of the phenomenon, such as its long duration and slow movements, could be explained by objects like birds or balloons, although no hypothesis could be confirmed. The low strangeness of the case and the lack of other witnesses led the GEIPAN to classify it in category C due to insufficient information.
