In May 2011, a witness in Nice observed a dozen white dots moving slowly towards the east and south. The witness used binoculars to see the phenomenon between 10:40 and 10:45 PM. Given the irregular movement and the lack of cohesion among the dots, the GEIPAN concluded that they were likely helium balloons released during a celebration. The lack of wind and city lighting explained the luminous appearance of the objects. The case was classified as "B", indicating a plausible explanation and not an unexplained phenomenon.
