Summary

In 1954, a witness reported seeing an unidentified aerial object launching with a large rocket and smoke. The CIA reviewed the report and concluded that, due to distance and lighting conditions, it was hard to determine exactly what was seen. Although the object could have been a vertical take-off aircraft or an experimental prototype, its spiral shape as it left the launcher didn't match conventional designs. The details provided were scarce, making a clear identification difficult.

A scientific committee evaluated the project mentioned in the report and noted that several critical factors had been overlooked or underestimated, such as payload capacity, aerodynamic drag, and mechanical design issues. Because of this, the committee recommended against supporting the project. Although the idea of a "flying saucer" remained popular, experts suggested the concept was evolving toward vertical thrust-based technologies. This document reflects how the CIA tried to understand UFO reports through a technical and scientific lens.
