The document also mentions sightings in Alabama and Silmane, which were particularly puzzling. The officer suggested that without more information, many of these sightings would have to be classified as unexplained. Despite the lack of data, the officer insists that a subset of cases deserved more attention if more personnel and resources were available. His final recommendation was to focus on the "Black Hawk" case until all terrestrial explanations were exhausted, believing that resolving this case could help solve others as well.
