In January 1965, the CIA met with representatives from NICAP, an organization dedicated to investigating UFO sightings. During the meeting, it was discussed how NICAP collected firsthand accounts from witnesses and shared them with the Air Force. Although NICAP's founder, Major Kehoe, was still listed as director, it was noted that he rarely appeared at the organization's offices. It was mentioned that NICAP had active committees across the United States, where investigators contacted witnesses to obtain details about the sightings.
A particular case of interest was in December 1964, when the radar at Patuxent Naval Air Station recorded multiple unidentified objects. The Air Force initially attributed the phenomenon to equipment failure, but NICAP claimed there were three distinct incidents. Additionally, a recent sighting in Washington D.C. was mentioned, where several men observed UFOs from a building. NICAP also expressed concerns that the Air Force tried to downplay the significance of sightings and, in some cases, pressured witnesses to sign false statements.
