In November 1968, a civilian in Rockville Center, New York, observed a round object the size of a basketball, with a clear outline and a white and gray color. The sighting lasted between 6 and 8 minutes, and the witness used binoculars to observe it. The report classified the object as a probable balloon, noting that its trajectory and characteristics matched typical balloon behavior. Although no photos were taken, the observer noted that the object was moving eastward, supporting the balloon hypothesis.

The report, part of Project 10073, was sent to several military units for evaluation.
