In September 1959, a witness in Ripley, West Virginia, observed a mysterious object for about an hour. The object appeared every two weeks, changing color from red to blue and having a visible outline. It moved east to west, and its motion seemed to revolve or tumble. Although the witness considered the object larger than a star, they were deemed unreliable. Investigators concluded it could be a balloon, but there was no weather data to confirm this.
The description and behavior of the object matched typical balloon observations. However, prevailing winds in the area did not support this theory. Due to the lack of reliable information and the witness's unreliability, the case was not further investigated. The official report classified it as insufficient data for a conclusive evaluation.
