In October 1959, a witness at Randolph AFB, Texas observed a white fluorescent oval object for 25 minutes. The object moved slowly southward and showed no aircraft features or noise. Despite the observer being knowledgeable and reliable, there was no radar confirmation or wind data. The evaluation concluded it was likely a balloon.
The report details that the observer, an aircraft electronics technician, saw the object from a moving car. The object remained nearly stationary and disappeared slowly. Although there were no complete weather data, the object was considered to have balloon-like characteristics. The investigation found no other plausible cause, and the case was classified as a probable balloon.
