In June 1977, the CIA's General Counsel received a proposal for a comprehensive UFO research project from the Stanford Research Institute. The document, written by an acquaintance of the lawyer, suggested a multidisciplinary initiative to analyze government policies, data, and strategies related to unidentified flying objects. The goal was to assess both official and unofficial materials, formulate key research questions, and develop a national research plan. Although the project appeared ambitious and well-structured, there is no indication that the CIA accepted the proposal, suggesting limited interest from the agency at that time.
The proposal included the evaluation of institutional and informal data systems, as well as potential scenarios for the UFO phenomenon itself. The team proposed collaboration with scientific experts and policy consultants, with the possibility of releasing the findings. Despite the formal tone and serious approach, the lawyer's message implies the CIA likely did not consider the initiative a priority. This document, however, reflects a formal attempt to involve U.S. intelligence in a topic that continues to spark curiosity and debate.
