In November 1962, two observers in New Orleans reported seeing two bright flashes on the Moon. The report, part of Project 10073, included no photographs or additional data, leading to the case being labeled as "insufficient for evaluation." Although several explanations were considered, such as balloons, aircraft, or astronomical phenomena, no conclusive evidence was found. The message also requested information about intercepted frequencies or optical phenomena at that time, hinting at a possible connection to a Soviet lunar probe.
