A Brooklyn, New York, civilian reported a UFO sighting on March 31, 1963. The object was observed for about one minute and described as lights forming a circle, resembling an aircraft with a lighted banner. It moved slowly, lower than a commercial plane, and did not appear threatening. Some lights moved like a theater marquee, which caught the witness's attention.
