In September 1963, a civilian in Martinsburg, Ohio, reported seeing a strange flickering object in the northwest sky. The witness noted no sound was heard, which caused his dogs to bark. He tried to report the sighting locally but couldn't find a proper channel, so he sent a letter to President Kennedy and Civil Defense in Washington, D.C. The letter was later forwarded to the U.S. Air Force's Foreign Technology Division, which responded by suggesting the object might have been a high-altitude aerial refueling mission. Despite the reply, the case provided no definitive conclusions and was ultimately deemed insufficient for evaluation.
