Unidentified black UFO over Washington DC

Summary

In December 1963, a U.S. Army officer observed a black object changing shape over Washington DC. The witness described it as a dark cloud or gas that moved slowly and occasionally condensed into a ball. Despite being seen for several minutes, it was not identified as a balloon, aircraft, or astronomical phenomenon. Other witnesses, including his wife, confirmed the sighting. The official report concluded no definitive explanation could be determined.

The report includes sketches by the witness showing the object's irregular appearance. The Air Force reviewed the case without finding conventional explanations. A Dutch embassy official suggested it could have been a flock of starlings chasing a bird of prey, which would fit the description of a moving, shapeless phenomenon.
