In 1994, the city of Hakui in Japan announced an ambitious project to become an international center for the study of unidentified flying objects (UFOs). The plan included building a center dedicated to space phenomena, featuring a library with over 10,000 official documents related to UFOs. These documents, collected over a decade, came from sources such as the CIA and FBI, including a 1950 report on a supposed crash near the Mexican border. The center, designed to resemble an oval-shaped UFO, would have three floors and 6,200 square meters.
The project was led by Josen Takano, a passionate UFO researcher since his youth. Takano, who owned thousands of books on the subject, also used the U.S. Freedom of Information Act to obtain additional documents. According to him, the goal was not to provide conclusions but to offer information so people could form their own opinions. Hakui aimed to become a key destination for those seeking to explore the mysteries of UFOs.
