A report from November 6, 1964 describes an unidentified object observed near the position of the ECHO II satellite. It was observed for 10 minutes, displaying a white solid light, as bright as a first magnitude star, with no tail or visible markings. The object moved from an elevation of 2 degrees to 90 degrees, heading southeast. Although the possibility of it being a satellite was considered, details could not be confirmed and no physical evidence was found. The report was distributed to various military and intelligence agencies, including the CIA, NSA, and DIA.
