In February 1992, the newspaper IZVESTIYA published an article about suspicious submarine incursions into Swedish waters. The Swedish Armed Forces Chief of Staff, General Bengt Gustafsson, submitted a report to the government stating that foreign submarines had illegally entered Sweden's territorial waters. Although the records were probabilistic, the general was 100% convinced of the incursions. The report included recordings of sounds similar to submarines and visual evidence of damage to underwater cables, suggesting possible human intervention.
The article also noted that incursions ceased in September 1991, raising questions about whether this was linked to changes in the leadership of the former USSR's Ministry of Defense. Additionally, an incident from 1984 was revealed, where a suspected submarine, possibly American, was detected near a Swedish naval base. Despite 22 depth charges being launched, it was not stopped. The report concluded with a promise of increased vigilance and a firmer stance from Swedish authorities.
