Red UFO seen near Beloit Wisconsin

Summary

A civilian observer in Wisconsin described a red, saucer-shaped object that was glowing brightly. The object was stationary at first, then climbed and dove back to its original position several times. The witness initially thought it was a balloon but noticed its erratic movement.
