In September 1966, a civilian in Madison, Wisconsin, observed an object in the sky emitting alternating red and green lights. The witness saw it for 15 minutes and noted that it remained stationary in the western sky. Upon returning to the area after 30 minutes, the object was no longer visible. The star Arcturus, which was setting, was cited as an astronomical reference. Although the report was submitted to Project Blue Book, the phenomenon could not be definitively identified. The lack of movement and the nature of the lights raised questions about its natural or artificial origin.
