In September 1966, multiple observers in Clarksburg, West Virginia, reported an object in the western sky that remained visible for over an hour. The object was described as spinning like a top and flashing lights, with movements similar to a helicopter—rising and falling erratically. At times, it would completely disappear and reappear in a different location. Although initially considered to be Arcturus, a bright star, the object's behavior and motion suggested it was not a typical astronomical phenomenon.

The report, part of Project 10073, included photographs and astronomical data, but no conclusive physical evidence was found.
