In November 1968, an observer in Memphis, Tennessee, spotted a luminous object that changed colors and moved in an unusual way. The phenomenon appeared as a star-like light, but with continuously shifting red, blue, white, and green hues. The object moved slowly, like a leaf on the wind, and remained visible for at least 25 minutes. The observer pointed it out to others and noted that its movement and colors kept their attention. Attempts to photograph it with filters were made, but no clear images were obtained. The distance of the object was hard to estimate, but it was speculated to be hundreds of miles away.
The report classifies the phenomenon as likely astronomical, though other explanations were not ruled out. The observer did not notice noise, heat, or other physical effects, and the phenomenon left no tangible evidence. The testimony was collected by the Foreign Technology Division of the Air Force, which requested additional information from the observer for a more detailed evaluation.
