In 1954, a CIA official drafted an official reply to a U.S. senator who had inquired about flying saucer sightings. The declassified document reveals that the agency did not consider the phenomenon alarming. It stated that most sightings had rational explanations, and only a small percentage lacked a clear cause. Despite that, the CIA insisted it could neither confirm nor deny the existence of unidentified objects due to intelligence limitations.
The text also included a suggested official response to the senator. In it, the citizen was reassured, the impact of sighting reports was downplayed, and people were encouraged to consult scientific sources for more accurate information. This type of response reflected the strategy of the time: to maintain public calm and avoid panic, while gathering information on unidentified aerial phenomena.
