In December 1952, the CIA discussed with scientists the need to investigate flying saucer sightings. They met with figures like Julius Stratton and Max Millikan, who emphasized the importance of a serious scientific analysis. Stratton recommended Project Lincoln, though he noted it would require Air Force support. Other institutions like Cal Tech and Princeton were also considered, valuing the presence of physics and technology experts.
During these conversations, the urgency of understanding UFO phenomena from a scientific perspective was highlighted. Lloyd Berkner supported the investigation, while Jerrold Zacharias suggested including Shirley Quimby, an expert in physics and deception. Ultimately, it was concluded that official backing would be necessary to ensure Air Force cooperation and access to key reports.
