In August 1947, the CIA began analyzing reports of unidentified flying objects. A memorandum addressed to the National Security Council highlighted the need to investigate these phenomena, as several convincing incidents suggested something unusual was happening. It was considered that some of these objects could not be explained by natural phenomena or conventional aircraft. The concern was real, and the creation of a consultative group to study the issue seriously was proposed.
The importance of these documents lies in showing how U.S. authorities in the 1940s took UFO reports seriously. The memorandum emphasized the need to coordinate efforts among different agencies, including the Air Force, to investigate objects observed at great altitudes. Although no definitive conclusions were reached, the memorandum reflected a pragmatic and scientific attitude toward the unknown, which was uncommon at the time.
