In 1993, Swedish Prime Minister Carl Bildt traveled to Moscow with the goal of resolving a dispute over alleged Russian submarines entering Swedish territorial waters. Local media highlighted that while economic and bilateral issues would be discussed, the main focus would be on the mysterious submarines violating Swedish waters. Recordings of propeller noises sent to Russia provided no conclusive evidence, and some Swedish experts began to question whether the whole issue was a "figment of the imagination, similar to flying saucers."
From Moscow, military observers noted that there were no clear proofs that Russian submarines had been in those waters, except for a 1981 incident. Despite offering a million Swedish kronor to any Russian sailor providing evidence, the reward remained unclaimed. Bildt's visit aimed to close the dispute with a joint declaration with Yeltsin, though the success of this cooperation remained uncertain.
